IEEE 7010-2020: Recommended Practice for Assessing the Impact of Autonomous and Intelligent Systems on Human Well-Being
Role: Working Group Member (2017-2020)
I collaborated with 39 international experts over three years to develop the first global standard for assessing AI’s impact on human wellbeing. This standard is now referenced in EU AI Act discussions and emerging U.S. state AI legislation.
My contributions focused on workforce wellbeing indicators, employee impact assessment methodologies, and organizational psychology perspectives on AI deployment.

Federal Regulatory Comments
Public Comment on PPP Rule – Federal Register (April 2020)
During the COVID-19 pandemic, I submitted a public comment to the Federal Register analyzing the Paycheck Protection Program’s adverse impact on small businesses. My comment included:
- Quantitative analysis of lender fee structures showing banks earned 10x more processing large loans versus small loans for the same effort
- Policy recommendations for aligning lender incentives with small business protection goals
- Equity concerns about how application requirements disproportionately impacted micro-businesses
This was my first federal regulatory comment—a data-driven analysis applying my background in finance and organizational psychology to identify unintended consequences in federal rulemaking.

AI Legislation Testimony
Assembly Bill 73 – Synthetic Media in Elections
I submitted personal witness testimony to the Assembly Committee on Legislative Operations and Elections analyzing Nevada’s proposed AI deepfake disclosure requirements. Drawing on my IEEE 7010 expertise, I identified:
Timeline concerns – recommended expedited legal processes given election cycle constraints
- Loopholes in penalty structures – the proposed $10,000 maximum compared unfavorably to the FCC’s $6M fine for the Biden robocall case
- Scope limitations – recommended expanding coverage beyond AI-generated media to all deceptive synthetic media
- Enforcement gaps – proposed governmental redress mechanisms for candidates without resources for private litigation

Dissenting Opinion: SB45 – CTE Funding Model
A detailed policy analysis of proposed changes to Career and Technical Education funding in Nevada. I identified:
- Terminology conflicts between bill language (“advanced courses”) and existing CTE Curriculum Framework definitions
- Equity concerns for rural/underserved schools unable to offer third-year courses
- Alternative proposal: A dual-bucket funding model balancing enrollment-based funding with performance incentives
